Mark Elenowitz
Co-Founder - Upstream
Mark Elenowitz is a Wall Street veteran with over 30 years’ experience. He co-founded a boutique investment bank that was instrumental in laying down the framework for Regulation A+ crowdfunding offerings. The methodology led the first successful Reg A+ IPO to list on the New York Stock Exchange. He is a noted speaker at Small Cap and Reg A events, including the SEC Small Business Forum, and has been profiled in BusinessWeek, CNBC, and several other publications. He is the Co-Founder of Upstream, a MERJ Exchange Market, that is a fully regulated global stock exchange for digital securities which is an affiliate of the World Federation of Exchanges (WFE), recognized by HM Revenue and Customs UK. Upstream is also a member of the Sustainable Stock Exchanges Initiative.
Rick Tapia
Associate - Bull Blockchain Law, LLP
Rick Tapia is an attorney, international keynote speaker and thought-leader in the blockchain and digital asset space. As an entrepreneur himself, he has successfully helped a number of blockchain-based businesses find success since 2016. As a firm believer in blockchain technology, Rick is a founding member of the Blockchain Law Alliance, an organization dedicated to bridging the educational gap between blockchain technology and the legal realm.
Rick specializes in startup ideation, corporate entity formation, DAOs, NFTs, and securities laws among other areas. Rick has an extensive background in United States politics that has fueled his vast network of connections to the blockchain and entrepreneur worlds.
SEC Commissioner Hester Peirce
Securities and Exchange Commission
Hester M. Peirce was appointed by President Donald J. Trump to the U.S. Securities and Exchange Commission and was sworn in on January 11, 2018.
Prior to joining the SEC, Commissioner Peirce conducted research on the regulation of financial markets at the Mercatus Center at George Mason University. She was a Senior Counsel on the U.S. Senate Committee on Banking, Housing, and Urban Affairs, where she advised Ranking Member Richard Shelby and other members of the Committee on securities issues. Commissioner Peirce served as counsel to SEC Commissioner Paul S. Atkins. She also worked as a Staff Attorney in the SEC’s Division of Investment Management. Commissioner Peirce was an associate at Wilmer, Cutler & Pickering (now WilmerHale) and clerked for Judge Roger Andewelt on the Court of Federal Claims.
Commissioner Peirce earned her bachelor’s degree in Economics from Case Western Reserve University and her JD from Yale Law School.
Kyle Lawrence

Currently the Co-Chair of the Emerging Technologies & Blockchain practice group, and partner in the Corporate and Securities practice group at Falcon Rappaport & Berkman LLP.
Since beginning his career in 2006, he has concentrated his practice in all phases of corporate and commercial transactions, corporate financing, corporate formation and structuring, securities, mergers and acquisitions and employer/employee relations, as well as advising companies in support of their general day-to-day operations and developing their businesses.
Mike Selig
Counsel - Willkie Farr & Gallagher LLP
Michael Selig is counsel in the Asset Management Department and a member of the Willkie Digital Works practice. Michael’s practice centers on the application of financial regulation to crypto and web3 technology networks and products, including blockchains and cryptoassets. He advises clients on a broad range of regulatory, transactional and legislative matters involving securities, commodities, banking, money services business and payments law. This includes advising clients on the operation of rules and regulations promulgated by the U.S. Securities and Exchange Commission, Commodity Futures Trading Commission, Financial Crimes Enforcement Network, and federal and state banking regulators.
